DECREE


The Apostolic Penitentiary, which is responsible for regulating all matters concerning the granting and use of indulgences, by virtue of the special powers granted to it by the Most Holy Father in Christ and Our Lord, Pope Leo XIV, by Divine Providence, Minister of our faith and joy, graciously grants to the Most Reverend Father, Lord Alexander King Sample, Metropolitan Archbishop of Portland in Oregon, the faculty to impart, during the jubilee of the Cathedral Church under the title of the Immaculate Conception of the Blessed Virgin Mary, on a day chosen for the benefit of the faithful, after the celebration of the Divine Sacrifice, the Papal Blessing with the attached plenary indulgence to all the Christian faithful present, who, truly repentant and moved by charity, participate in the sacred rites, under the usual conditions (sacramental confession, Eucharistic communion, and prayer for the intentions of the Supreme Pontiff ). The Christian faithful who devoutly receive the Papal Blessing, even if, due to reasonable circumstances, they are not physically present at the sacred rites, provided they follow the rites with pious intention through the means of electronic media while they are being carried out, will be able to obtain the plenary indulgence, according to the norms of law. PAPAL BLESSING


The Apostolic Penitentiary, whose role is to properly regulate all matters concerning the granting and use of indulgences to increase the faith and salvation of the faithful, by virtue of the special faculties granted to it by the Most Holy Father in Christ and Our Lord, Pope Leo XIV, Minister of our faith and joy, in response to the petitions presented by His Excellency Lord Alexander King Sample, Archbishop Metropolitan of Portland in Oregon, on the occasion of the centennial anniversary of the consecration of the Cathedral Church under the title of the Immaculate Conception of the Blessed Virgin Mary, out of the immense mercy of God and the heavenly treasures of the Church, graciously grants a plenary indulgence under the usual conditions (sacramental confession, Eucharistic communion, and prayer for the intentions of the Supreme Pontiff ) to all faithful Christians who are truly penitent and moved by charity, from February 14, 2026, until February 13, 2027. This indulgence may also be applied, by way of suffrage, to the souls of the faithful detained in Purgatory, provided they visit the Cathedral of the Immaculate Conception of the Blessed Virgin Mary in the form of a pilgrimage and participate devoutly in the jubilee rites there, or at least spend a suitable amount of time in pious reflection, prayer, or other works of Christian devotion for the glory of God, and offer prayers to God for peace and the concord of peoples against the errors of the present day, concluding with the Lord’s Prayer, the Creed, and invocations to the Blessed Virgin Mary, Queen of Peace, Mother of Mercy. The elderly, the infirm, and those who care for them, as well as all who are unable to leave their homes for serious reasons, may likewise obtain the plenary indulgence, provided they detest all sin and have the intention of fulfilling the three usual conditions as soon as possible. They must spiritually unite themselves to the jubilee celebrations, offering their prayers, sufferings, or the hardships of their own lives to the merciful God, consoling themselves in their tribulations. Therefore, to make access to divine mercy through the keys of the Church easier out of pastoral charity, this Penitentiary earnestly requests that the archdiocesan penitentiary, cathedral clergy, parish priests, and other priests endowed with the appropriate faculties to hear confessions, generously and mercifully make themselves available for the celebration of the Sacrament of Penance. This decree is valid for the duration of the archdiocesan jubilee. Notwithstanding anything to the contrary.
